KUALA LUMPUR: Implementation of a goods and services tax (GST) is a must, not an option, says the Secretary General of Treasury Tan Sri Dr Mohd Irwan Serigar Abdullah.

At the half year Economic Transformation Programme update, Irwan said on Thursday the GST would be included in Budget 2014 proposals and that it takes 14 months to be implemented.

He said the GST would only be in place in 2015 if the Government announces the measures in the coming budget tabulation.

"Anything we introduce will not be a burden for the people," he said, adding that there would be rebates at various levels and zero rates for certain items like rice and infant formula milk.

Irwan also said the momentum of reducing the fiscal deficit to 4% was on track barring major unforeseen circumstances.
