GST perlu mudah difahami

KUALA LUMPUR 25 April - Kerajaan digesa memperkenalkan cukai barangan dan perkhidmatan (GST) yang mana pelaksanaannya mudah difahami oleh rakyat negara ini, kata Persatuan Dewan Perniagaan dan Perindustrian Cina Malaysia (ACCCIM).

Presiden persatuan itu, Tan Sri William Cheng berkata: ''Kami berpendapat pelaksanaan GST perlu dilakukan kerajaan bagi mengembangkan sistem pencukaian negara serta membantu mengurangkan defisit.

''Untuk melaksanakannya kerajaan perlu mencari satu model atau contoh negara yang mudah difahami oleh masyarakat Malaysia,'' katanya pada sidang akhbar selepas berucap pada taklimat GST anjuran ACCCIM di sini hari ini.

Cheng berkata, setakat ini, 140 negara telah melaksanakan GST dengan kadar sehingga 18 peratus dan cadangan kerajaan untuk mengenakan GST pada kadar empat peratus adalah munasabah.

''GST akan menggantikan cukai jualan dan perkhidmatan (SST). Dengan pelaksanaan GST, produk keluaran tempatan boleh ditawarkan pada harga yang lebih murah hasil penjimatan daripada pembayaran cukai," katanya.

GST sepatutnya diperkenalkan kerajaan pada 2005 tetapi telah ditangguhkan beberapa kali bagi memastikan rakyat Malaysia benar-benar bersedia melaksanakannya.

Selain itu, ACCCIM juga akan bekerjasama dengan Kementerian Kewangan dengan mengadakan ceramah bergerak di seluruh negara untuk menerangkan dengan lebih lanjut mengenai GST.

''Sebelum ini setiap ceramah mengenai GST diadakan dalam Bahasa Melayu atau Inggeris menyebabkan komuniti perniagaan yang menggunakan Bahasa Mandarin tidak faham apa yang cuba disampaikan.

''Oleh demikian ACCCIM mengambil langkah dengan mengadakan ceramah bergerak dalam Bahasa Mandarin di seluruh negara bermula dengan Kuala Lumpur pada hari ini,'' jelasnya.

Ceramah bergerak itu terbuka kepada semua.

Survey shows 40 per cent of SMEs not ready for GST

KUALA LUMPUR: A survey by the Associated Chinese Chambers of Commerce and Industry of Malaysia (ACCCIM) shows that 40 per cent of small and medium enterprises (SMEs) are not ready to implement the goods and services tax (GST) system.

It also found that they would need between 12 and 18 months to be prepared for it.

ACCCIM’s National Council and SME deputy chairman Koong Lin Loong said the survey also revealed that a lot of people thought that the system would cause inflation with higher prices of goods and services.

He said this to Bernama during a talk on GST organised by ACCIM here yesterday.

Koong said the SMEs would need to be well prepared as they would need to upgrade their accounting and computer systems as well for the system.

They would also need consultations to ensure the effectiveness for them in the event the system is implemented.

Supporting the implementation of GST, Koong said it was a better system and more comprehensive for consumers and businesses, where tax would be implemented at four per cent, replacing the existing 16 per cent sales and services taxes.

“Via this tax system, we would be charged based on how much we are spending and not based on our earning anymore,” he said.

The GST system originally scheduled for a second reading in the Parliament last month has had it postponed to ensure the government and all parties would be prepared for its implementation.

Meanwhile, touching on the possibility of retailers increasing the prices with the GST, he said that

under the Anti-Profiteering Act 2010, the government would ensure they would not raise their prices excessively.

“In fact, GST would not be costing the businesses, retailers would act as the tax collectors on the behalf of the government as the consumers need to pay tax every time they spend,” he said.

“Under the system, the government also can prevent leakages on its earnings in the tax system.

“For example, currently certain restaurants pay their sales and services taxes but some do not.” Koong also said that among the

Asian countries, only Malaysia, Myanmar and Brunei have not implemented the system.

He added that the GST system was good for a nation’s growth as it was broad based and more fair to all parties.— Bernama

Kaji selidik tunjuk 40% PKS tak sedia laksana GST

KUALA LUMPUR 25 April - Satu kaji selidik oleh Gabungan Dewan Perniagaan dan Perindustrian Cina Malaysia (ACCCIM) menunjukkan bahawa 40 peratus daripada perusahaan kecil dan sederhana (PKS) tidak bersedia untuk melaksanakan sistem cukai barangan dan perkhidmatan (GST).

Ia juga menunjukkan bahawa mereka memerlukan antara 12 dan 18 bulan untuk bersiap sedia melaksanakannya.

Timbalan Pengerusi PKS dan Majlis Nasional ACCCIM Koong Lin Loong berkata, kaji selidik itu juga mendedahkan ramai orang merasakan sistem itu akan menyebabkan inflasi dengan harga barangan dan perkhidmatan yang tinggi.

Beliau berkata demikian kepada Bernama semasa taklimat mengenai GST yang dianjurkan oleh ACCCIM, di sini, hari ini.

Koong berkata, PKS perlu bersiap sedia kerana mereka perlu menaik taraf perakaunan dan juga sistem komputer mereka bagi sistem itu. Mereka juga perlukan khidmat nasihat bagi memastikan keberkesanannya kepada mereka jika sekiranya sistem itu dilaksanakan. - Bernama
